- Firstly
the NTO must have a business plan defining its own strategic priorities
as well as key objectives established from analysing the training
needs of its sector.
- It
must then undertake regular reviews of technical, legislative
and economic developments that will affect skill and training
needs in its sector.
- And
it must encourage organisations in its sector to identify and
plan for meeting their own training and employee development needs
to promote lifetime learning.

- The
NTO must act as the strategic voice for the sector in relation
to vocational education and training while also representing the
sector's views on training issues to Government and other relevant
bodies.
- It
must secure commitment to its objectives and activities from senior
managers in its sector and at the same time ensure that its structure
and activities are properly representative of its sector's training
interests.

- The
NTO must work with others to develop occupational standards appropriate
to all employees in the sector and must promote the development
of people using these standards as a basis for assessment and
recognising achievements.
- It
must assist in the design and development of National Vocational
Qualifications (NVQs).
- And
it must develop and promote appropriate targets in its sector
within the framework of the updated National Targets for Education
and Training.

- The
NTO must regularly monitor the provision of training available
to the sector against its identified needs and trends.
- It
must seek to ensure that design of training materials takes account
of relevant occupational standards.
- Further,
it must stimulate training relevant to the take up of occupational
standards and the achievement of national and sectoral targets
while demonstrating continued involvement in the development of
its sectors overall training performance.

- The
NTO must promote training as a sound business investment and publicise
developments relevant to the continued supply of a skilled workforce.
- It
must also keep the sector fully informed on relevant legislation,
policy, education and training issues and trends.
